The sci-fi storyline is set in the distant future, after the icecaps have melted and the entire earth has become a "waterworld" (those who didn't flee the earth for off-world colonies live in underwater cities). The main character, a mercenary name Cole, is hired by the interplanetary governing body and called back to earth to uncover a plot to overthrow the government. The game begins with the player controlling a spaceship, but later it becomes a first person shooter and also has other action elements.
